NBSC Land Use Development and Infrastructure Plan (LUDIP) 2023-2033
The Land Use Development and Infrastructure Plan (LUDIP) 2023-2033 of Northern Bukidnon State College was approved by the Board of Trustees, chaired by Commissioner Dr. Jo Mark M. Libre, on December 2, 2022, through Board Resolution No. 95, s. 2022.
The LUDIP is based on Republic Act No. 11396, also known as the “SUCs Land Use Development and Infrastructure Plan (LUDIP) Act.” According to this act, all land use for infrastructure projects in State Universities and Colleges (SUCs) must comply with the LUDIP. This plan is designed to align with land use plan and practices of local government units, ensuring the coordination of activities across geographical boundaries. RA 11284 mandates NBSC to primarily provide advanced studies and research, higher professional and technical instructions and training in science and technology and other related fields. Additionally, it is required to undertake research and extension services and provide progressive leadership in its areas of specialization in the Province of Bukidnon and Region X.
Dr. Catherine Roween C. Almaden, the president of NBSC, emphasized that the LUDIP serves as the master plan for upcoming infrastructure initiatives. It outlines how to allocate and utilize the land within the physical boundaries of the campus for the construction of buildings and services necessary for academic and non-academic support. The associated infrastructure, in line with the approved LUDIP, plays a crucial role in meeting the demands of the college and facilitating the achievement of its goals.
The formulation of the LUDIP involved the creation of a Technical Working Group (TWG) at NBSC, led by the dynamic and visionary President Dr. Catherine Roween C. Almaden, with the guidance of Dr. Jupiter V. Casas from Central Mindanao University. The CMU-LUDIP team provided capacity training and technical support to 11 SUCs, including Northern Bukidnon State College, during the formulation of their respective LUDIPs.
The LUDIP project entailed benchmarking and the preparation of start-up working papers, development of survey materials, consultation with concerned stakeholders, conduct of sectoral studies, hiring of consultants, data assessment and analytics, projection, planning, and preparation of LUDIP documents, designing and re-designing of building perspectives, validation, and finalization.
The NBSC LUDIP underwent a series of approvals and validations. It received high recommendations from the Department of Human Settlement and Urban Development (DHSUD) and the CHED LUDIP TWG Region 10 and was endorsed subsequently to the NBSC Board of Trustees.
The NBSC President acknowledges that the finalization of the LUDIP would not have been possible without the unwavering support of the different units of NBSC, the Local Government of Manolo Fortich, and the CMU LUDIP Team. The NBSC Administration expresses sincere gratitude to the NBSC LUDIP TWG, the Local Government of Manolo Fortich, NBSC stakeholders, the Department of Human Settlement and Urban Development, Central Mindanao University, and the CHED Region 10 LUDIP TWG for their review, endorsement, and invaluable contribution to the development of the NBSC LUDIP.
The newly approved LUDIP now stands as a testament that the identified land assets, building structures, and other valuable properties therein are utilized exclusively for educational purposes and are indispensable in fulfilling the mandates of Northern Bukidnon State College, guided by its mantra, “Creating Futures, Transforming Lives, Guided by God.”
